About The Glass Works

The Glass Works is a two-phase, £210+m, redevelopment comprising Barnsley Markets and the development of a new retail, leisure and health offer for residents and visitors in the heart of the town centre.

This highly successful retail and leisure development is about creating ‘more than just retailing’; it’s about creating a local and distinctive Barnsley.

  • A dedicated and fully inclusive NHS Community Diagnostic Clinic facility
  • A 500 space multi-storey car park
  • The new Glass Works public Square and extensive renewed areas of the town centre public realm
  • 39 retail units with an occupational tenancy rate of 90%+ achieved to date, including TK Maxx, NEXT, and Sports Direct
  • A wide range of food and drink and restaurant offers including local independents Dolly’s Desserts and The Salt House alongside regional businesses like Urban Burgers and nationally recognised brands like Nando’s and Fridays. About the role

We’re looking for a dynamic centre manager for The Glass Works to provide strategic leadership, management, development and continuous improvement of a customer focused and efficient service at the council’s flagship retail and leisure centre The Glass Works in line with the council’s economic growth plans and ambitions for our town centre plans. Leading a committed core team and working with colleagues from across Barnsley Council. This role will also lead on the promotion of The Glass Works in and outside the borough and drive commercial success for the centre.

This is a key role leading the development and continued commercial growth of The Glass Works. The successful candidate will:

  • Take the lead in developing a vision and translating that vision into practice, creating a positive culture for The Glass Works including advising on tenant mix.
  • Ensure The Glass Works centre is promoted to ensure occupancy rates and retail and leisure mix targets are achieved to provide an exciting customer experience.
  • Manage relationships with all tenants to support and achieve an increase in customer footfall, consumer spend and dwell time across the Glass Works as well as leading the commercialisation of the centre, driving value for the council as owner at all times.
  • Proactively liaise, negotiate, influence and collaborate with internal and external stakeholders including managers, employees, councillors, members of the public, partnership agencies and relevant local and national bodies, developing and maintaining relationships to ensure effective service delivery and to establish a common vision for the future
  • Lead complex cross cutting programmes and projects to animate the centre, working with Council events and culture teams and tenant businesses, as well as wider town centre partners co-ordinating resources, and private events producers/delivery companies, ensuring they are effectively planned and managed, meet our health and safety standards and seeking innovative, forward-thinking solutions.
  • Provide leadership for the ongoing lifecycle asset management of The Glass Works, working with the operations Manager, the GW Centre management team and or Asset management/Estates team to ensure effective and efficient asset management across the life cycle.
  • Undertake budget management and financial planning, setting budgets, appropriately allocating funds, authorise and monitor income and significant expenditure.
  • Develop and manage a clear set of metrics and a data management system to ensure effective performance management for the centre and its teams including customer footfall, while continually evaluating service provision, promote quality practice and service delivery, utilising available resources and ensuring continuous improvement.
  • Provide professional advice, guidance and support to tenant businesses, internal and external stakeholders on all aspects of the strategic and operational delivery of the Centre including interpretation of policies, procedures, guidance and legislation.
  • Play a leadership role and be an active member and advocate for the wider town centre team, in recognition of the importance of The Glass Works at the heart of the Town Centre; and be an active member and advocate for the wider town centre team, encouraging greater and diverse stakeholder engagement using innovative communication and marketing methods.
